Modernising territorial management with GIS

The Regional Development Agency (ARD) of Kaffrine needed to move the management of its territorial data to an integrated Geographic Information System (GIS), able to centralise, structure and make the most of the region’s geospatial information.

The challenge

The Regional Development Agency (ARD) of Kaffrine supports the region’s local authorities in planning and monitoring local development. To carry out this mission, it relies on a wide range of territorial information: public facilities, infrastructure, development projects, demographic data.

Spread across files, maps and reports, this information was hard to consolidate, keep up to date and cross-reference. The ARD needed to move its management to an integrated Geographic Information System (GIS), with several requirements:

  • centralising data scattered across several media;
  • structuring information of different kinds and formats;
  • keeping it reliable and up to date over time;
  • making geographic information readable for decision-makers and partners alike;
  • giving the agency’s teams full command of these new tools.

Our approach

To carry out this transformation, the ARD of Kaffrine turned to alua | COGES Group, the software publisher of COGES Group. Together, the teams set up a step-by-step approach built on:

  • a shared scoping phase with the agency’s departments, to list existing data, how it is used and what each team needs;
  • a single geographic database, organised by theme and fed from the existing sources;
  • mapping and consultation tools designed for everyday use;
  • support for the teams, with hands-on workshops at the agency’s offices.

Results

The ARD of Kaffrine now has:

  • a centralised geographic reference for the whole region;
  • structured data that is easier to update and share;
  • maps and summary views to support project planning and monitoring;
  • teams trained to run the GIS.

Looking ahead

This foundation opens the way to new uses: sharing information with local authorities and technical partners, tracking investments on the map, and informing land-use planning decisions.
